Canada Language Benchmark (CLB): Overview

The Canada Language Benchmark (CLB) measures the language proficiency of immigrants intending to relocate to Canada, in English or French. It assesses four skills:

  • Reading
  • Writing
  • Speaking
  • Listening

Approved Language Tests & CLB Conversion

Approved tests include IELTS, CELPIP, and TEF. Scores are converted to CLB levels:

  • Minimum CLB-4 is required to qualify for entry-level jobs.

Writing

  • CLB <3: Can write single words or simple sentences; basic grammar.
  • CLB-4: Can write short personal messages, small paragraphs, or simple requests.
  • CLB-8: Can compose emails, resumes, and short essays.
  • CLB 9–12: Confident in advanced writing, with strong grammar control.

Listening

  • CLB <3: Understand main ideas and simple facts with support.
  • CLB-4: Can understand simple communication, may struggle with complex sentences.
  • CLB 5–8: Intermediate ability; can follow simple sequences, but may find complex conversations challenging.
  • CLB 9–12: Advanced ability; can understand complex communication on general and specialized topics.

Speaking

  • CLB ≤4: Beginner; uses single words or memorized phrases; grammar and pronunciation are weak.
  • CLB 5–8: Intermediate; average control over grammar, capable of routine communication.
  • CLB 9–12: Advanced; confident in routine and non-routine situations, strong grammar and pronunciation.
