Canada Parents and Grandparents Program (PGP) 2023: Lottery Application Now Open

From October 10–23, 2023, Immigration, Refugees and Citizenship Canada (IRCC) plans to issue 24,200 Invitations to Apply (ITAs) to potential sponsors. IRCC aims to process and accept a maximum of 15,000 complete applications.


PGP 2023 — How the Process Works

When you receive an Invitation to Apply (ITA) through the Parents and Grandparents Program (PGP), you must submit two applications:

  • Sponsorship application (by the sponsor in Canada)
  • Permanent residence (PR) application (for the parent/grandparent)

If both are approved by IRCC, you’ll sign an undertaking (financial support agreement). This undertaking starts on the day the person you’re sponsoring (and eligible family members) becomes a permanent resident of Canada.

Who can be invited in 2023? You can sponsor your parents or grandparents in the 2023 lottery if you submitted the interest to sponsor form in 2020 and receive an ITA for the 2023 intake. If you previously submitted the form but didn’t get an invitation in 2021 or 2022, watch your email (and spam folder) for an ITA from IRCC.


Update for Applicants Looking to Settle in Canada

Under Canada’s Immigration Levels Plan 2023–2025, the targets include welcoming 465,000 new permanent residents in 2023, with 28,500 parents and grandparents. By 2025, the plan targets 500,000 newcomers, including 36,000 parents and grandparents.

FAQs

1) Do I need to have submitted the interest to sponsor form in 2020? Yes. For the PGP 2023 intake, IRCC is inviting from the 2020 interest to sponsor pool. Only those who receive an ITA can apply.

2) How will I receive my invitation? Invitations are sent by email from IRCC. Check your inbox and spam/junk folder during the October 10–23, 2023 window.

3) What is the undertaking period for PGP sponsorship? Sponsors sign a legally binding undertaking to financially support the sponsored person for a long-term period (commonly 20 years; Quebec has its own rules). The clock starts once PR is granted.

4) I didn’t get an ITA—what are my options? You can consider other family sponsorship options (e.g., Super Visa for extended stays) or prepare for future PGP intakes while maintaining eligibility (income, tax filings, and documents).
