Submit the CIES investment visa application to the Immigration Department.
Upon approval-in-principle, make the qualifying HKD 30M investment and retain evidence.

Apply for extensions to maintain lawful status as needed.
After 7 continuous years, apply for permanent residency (with eligible dependents).
